U.S. military commanders have ordered a halt to local elections and self-rule in provincial cities and towns across Iraq, choosing instead to install their own handpicked mayors and administrators, many of whom are former Iraqi military leaders.

in the meantime, bush isn't just stiffing our older veterans, he's stiffing the ones still in the field too! is this what happens when you double the military budget? i don't see defense contractors receiving spending cutbacks... and somehow still we're horribly unprepared for terror attacks.
